AUGUST 2010

Open Society Institute Education Support Program Call for application for the external evaluation of the South East Europe education Initiative. In 2007, the OSI Education Support Program has launched the regional initiative Advancing Education Inclusion and Quality in South East Europe to address the rising inequity in education. The major aim of the intended study is to develop an evaluation theory in view of:
• evaluating the overall implementation process and achievements of the different stages of the multi-annual initiative;
• assessing the outputs, and medium-term outcomes of the initiative using as point of reference the initial initiative framework;
• documenting the principal lessons learnt in the implementation of the multi-stakeholder partnership approach to systematic data collection and site intervention undertaken as part of the initiative;
• appraising ways in which the initiative impacted on national education policies and legislations related to the provisions for the parental involvement in the selected countries,
• undertaking case study analysis on the ways in which school level activities have affected the school policies and practices on the parental involvement in the school governance and learning/teaching process.

JUNE 2008

The International Twinning Program for School Development in Romania facilitates the contacts between approximately 495 schools from Romania assisted within the Knowledge Economy project and various schools from abroad. The schools are encouraged to find twinning partners and subsequently develop projects, with a view to establish sustainable development practices such as international cooperation between schools and between teachers, funding opportunities research, collaborative projects design and development, research of professional development opportunities for teachers. All the twinning projects will be based on the use of Information and Communication Technologies (ICT) that is computers, information systems (including mobile phones, for example), Internet and their daily applications (such as email or instant messaging programs). The objectives to be achieved pursue the initiation of communities of practice (network of the schools) to promote sharing of information and resources, providing support for the exchange of experiences/ transfer of knowledge, especially regarding European expertise, promoting best practices at regional/national level and integrate the lessons learned from previous activities / interventions, and creating international school partnerships to be continued through other projects and through the KE educational portal. SEPTEMBER 2007

Institute for Economic Research, Ljubljana and UP Faculty of Management Koper are organising the International Conference: Funding, Equity and Efficiency of Higher Education (November 21-24, 2007, Grand Hotel Bernardin, Portorož).The conference focuses on three great challenges that the higher education financing faces today throughout Europe and across the world. The first of these is how to find additional resources needed to improve quality of higher education, develop new programs, increase its capacity, and guarantee stability. The second is how to increase equality of access to higher education for different socio-economic groups; and the third is how to improve the efficiency of use of available resources. Special attention will be paid to the issue of funding and its impact on equity and efficiency of higher education. The conference will bring together policy makers, rectors, deans and directors of higher education institutions, scholars, students, and representatives of enterprises to discuss the above-mentioned challenges to higher education. The conference will focus on Europe, with special attention to former socialist countries. Keynote speakers  are some of the major world experts in the field ( Dr. Petr Mateju, Dr. George Psacharopoulos, Dr. Jamil Salmi, Dr. Hans Vossensteyn,  Dr. Maureen Woodhall and  Dr. Adrian Ziderman ). UP Faculty of Management Koper (Slovenia) is also this year organizing traditional Management Summer School 2007 which is designed for graduate and postgraduate students who would like to upgrade their knowledge in management. It will be held from 19th of June till 11th of July 2007. All courses are in English, so good command of English is necessary. Participants can select courses from the field of management. Undergraduate courses are: Strategic Management, Introduction to Economics and Consumer Behaviour. Postgraduate courses are: Management of Technologies, Marketing in Education and Economic Analyses. Participants have to study all the compulsory literature before the summer school starts. One major writing assignment or several shorter assignments will be given in class. Those participants who will fulfil all the described requirements and passed the written exam will obtain ECTS credits and receive the Transcript of Records. JANUARY 2007

USAID Armenia education project. USAID/Armenia has launched an ambitious one-year project to help define the future of the education system of the Republic of Armenia. They will be assisting the Ministry of Education and Science of Armenia with their initiative to develop a long term national vision and strategic plan for education. They are currently looking for expert consultants who would be able to advise them and the Ministry during the next several months. They also anticipate recruiting shorter-term consultants who are domain experts in specific areas in the near future.

The summer school "Integrating Cultures/Negotiating Subjectivities" is initiated in order to create a forum for discussing of how new European subjectivities are to be negotiated throughout the processes of integration of different states and cultures within the changing borders of enlarged Europe. It aims to put forward the alternative futures of Europe by engaging with the world of ideas and ideals of cross-cultural translation. SEE-ERA.NET Joint Call. On November 30, fourteen European countries including all Western Balkan countries jointly published a new call for proposals. This SEE-ERA.NET Joint Call is a pilot case for the cooperation of the participating countries in the field of research funding. The design of the call is based on research on the priorities and needs of the Western Balkan countries with a view to their better integration into the European Research Area. The main theme of the call is networking of scientists, who can only jointly apply for multilateral research projects, network projects or summer schools. Funding will be provided in the thematic areas "Environment", "Information and Communication Technologies", and "Food, Agriculture and Biotechnology". Participating countries are: Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, France, Germany, Greece, Hungary, the Former Yugoslav Republic of Macedonia, Montenegro, Romania, Serbia and Slovenia. This initiative is part of the Southeast European Era-Net (SEE-ERA.NET), a project financed by the European Commission. The main objective of this project is to explore and exploit synergies among bilateral Science & Technology agreements of the partner countries. The Prospects of Teacher Education in South-east Europe. Most SEE countries struggle with obsolete pre-service teacher education, poor and/or inadequate in-service teacher training. South East European Education Cooperation Network (SEE-ECN) has been implementing a two-year project, with financial support from the Open Society Institute Education Support Program`s RE:FINE program, and Swiss Agency for Development and Cooperation with the aim to strengthen the role of teachers in creation of the national teacher education policies, national education systems and ensuring the democratic school governance by providing the direct exchange of the experiences and exposure to the contemporary trends.

As a result of the project, SEE ECN published a book The Prospects of Teacher Education in South-east Europe, which includes several parts: regional overview, the results of a survey, which gathered most important information about pre and in-service teacher education; 12 country reports; final recommendations for future work and suggestions for the relevant EU and national bodies. Final version of Regional Overview is being translated in languages of the region and will be published on project's website. With UNESCO financial support SEE-ECN will organize regional conference for teachers and present the results of the project and discuss possible future follow-up.

Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures launched a six months youth campaign on mutual respect between cultures and religions in 35 countries. The Foundation invites young people between 18 and 25 years to submit their proposals on overcoming the present crisis. All participants are free to ask questions to young people from anther country of their choice. The Foundation will provide each participant with answers and comments from a young man or woman from the other side of the Euro-Mediterranean region. All questions and answers will be published, and all proposals will be submitted to the 35 Governments of the Euro-Mediterranean Partnership. The 100 young people contributing the best questions, answers and proposals will receive awards as “youth messengers for dialogue between cultures and religions”. Management Summer School 2006 is designed for graduate and postgraduate students who would like to upgrade their knowledge in management. The FM Summer School 2006 will be held from June 19 to July 7, 2006 in the ancient city of Koper on the Adriatic coast, only 20 km away from Triest and 150 km away from Venice. Undergraduate and postgraduate students from all over Europe are expected to attend. Call for Proposals - Local Government and Public Service Reform Initiative (LGI) - Policy Fellowship 2006/2007. The primary goal of the LGI Policy Fellowship program is to support policy research aimed at stimulating innovative and practical policy reform. Each year broad topics are identified for candidates from different country groups. LGI is currently calling for Fellows for its 2006/2007 program, which will run from October 2006 to October 2007. Global Network of Curriculum Developers (GNCD). In July 2006 UNESCO - International Bureau of Education (IBE - Geneva) created and launched the activity of a Global Network of Curriculum Developers (GNCD). The Network is a community of Practice that gathers an important number of ministries, curriculum developement institutions and individual curriculum developers all over the world. The main aim of the network is to share information on current day curriculum theories, policies and practices, to carry out comparative research and last but not least to create a community of practice around the main issues of current day curriculum development internationally. Fulbright New Century Scholars program. We are pleased to inform you that the Fulbright New Century Scholars program has been announced and the guidelines for the competition have been posted on the CIES website (www.cies.org/ncs). In its 5th year, NCS will continue to address critical issues in higher education around the globe, and will focus on “Higher Education in the 21st Century: Access and Equity.”  Dr. D. Bruce Johnstone, Director, Center for Comparative and Global Studies in Education at the State University of New York at Buffalo, will serve as the Distinguished New Century Scholar Leader. To create a platform for collaborative thinking and interaction, NCS provides participants with specific opportunities to come together during the program year in a series of three one-week seminars.  NCS scholars also make an international research visit of two/three months as part of the program.NCS award benefits include a travel/research grant in the amount of $37,000.  Costs for attending the seminars (accommodations/meals) are covered separately. Non-U.S. applicants should consult with local Fulbright office for submission of applications and local deadlines. All applications should arrive at CIES no later than July 17th, 2006. Association for Teacher Education in Europe (ATEE) announces the 31th Annual ATEE Conference: Co-operative Partnerships in Teacher Education ( Ljubljana - Portorož, Slovenia 21-25 October 2006). Co-operative partnerships in teacher education have been widely recognised as a powerful issue in teacher professional development. They can offer meaningful opportunities for closer relations and joint responsibilities for knowledge creation, development and dissemination. Therefore, institutions providing teacher education should organise their work collaboratively in partnerships with schools, the local work environment, workbased training providers and other stakeholders. Furthermore, partnerships can be viewed as a model of active participation in lifelong professional development focused on collaborative planning and implementation of professional development opportunities. Training course on conflict management

Call for Proposals: Research Cooperation and Networking
The Austrian Science and Research Liaison Offices Ljubljana/Slovenia and Sofia/Bulgaria (ASOs) announce a Call for proposals for projects in Research Cooperation and Networking between institutions in Austria, the ASO countries Slovenia and Bulgaria and South-Eastern Europe (Albania, Bosnia-Herzegovina, Croatia, FYR of Macedonia, Romania, Serbia and Montenegro). The call wants to intensify the short-term cooperation in the scientific field of "Governance - Civil Society" with the aim to support the development of long-term scientific collaboration. The funded activities shall enable scientists from Austria, Slovenia, Bulgaria and other South-Eastern European countries to work together on mutually beneficial projects. Community Activist Network Project
Balkan Sunflowers and Service Civil International announce the Community Activist Network, a project available to volunteers from participating European countries. The Community Activists Network (CAN) will place 20 international volunteers for 6-month periods in Kosovo, particularly focusing on marginalized, minority, ethnically mixed, and traumatized communities. The volunteers will live in the community, in host families. While they will initiate and provide some project appropriate to their own skills, their primary responsibility will be to identify, train, inspire and support youth and young adults who want to help their own communities as activists.
