Call for Proposals - Local Government and Public Service Reform Initiative (LGI) - Policy Fellowship 2006/2007. The primary goal of the LGI Policy Fellowship program is to support policy research aimed at stimulating innovative and practical policy reform. Each year broad topics are identified for candidates from different country groups. LGI is currently calling for Fellows for its 2006/2007 program, which will run from October 2006 to October 2007. A New European Erasmus-Mundus Master Programme In Education Policy and Management: see www.dpu.dk/malll. Scholarships available for candidates outside the European Union.
Erasmus-Mundus Master Programmes are joint programmes from several European universities. A consortium of The Danish University of Education (coordinator; Copenhagen/Danmark), Institute of Education (London, UK) and University of Deusto (Bilbao, Spain) will offer the programme in liasion with three other teaching institutions: University of Ljubljana (Slovenia), University of Gothenburg (Sweden), University of Groningen (The Netherlands). Non-EU students are eligible for a support from EU Commission (a scholarship amounts to 21.000 Euro per one academic year; 42.000 for two years):
- 12 scholarships are reserved for students from non-EU countries,
- 12 scholarships are reserved for Asian students  (Afghanistan, Bangladesh, Bhutan, Burma, Cambodia, China, East Timor, India, Indonesia, Laos, Malaysia, Maldives, Mongolia, Nepal, North Chorea, Pakistan, Philippines, Sri Lanka, Thailand, Vietnam).

Postgraduate Master´s Course Peace and Security Policy Studies
2005/6 at the University of Hamburg. Academic Network „Peace Research and Security Policy. The postgraduate course „Master of Peace and Security Policy Studies" (M. P. Scholarships for Threatened Scholars, Spring/Fall 2005
Scholar Rescue Fund Fellowships. The Institute of International Education's Scholar Rescue Fund provides fellowships for scholars whose lives and work are threatened in their home countries. These fellowships permit scholars to find temporary refuge at universities and colleges anywhere in the world, enabling them to pursue their academic work and to continue to share their knowledge with students, colleagues, and the community at large. When conditions improve, these scholars will return home to help rebuild universities and societies ravaged by fear, conflict and repression. Internships, EC internship for young Roma University graduates
The Commission will be launching an internship scheme from the beginning of May 2005. Justice Initiative Fellows Program, 2005-2007
Central European University, Department of Legal Studies. The Open Society Justice Initiative joins with the Central European University (CEU) to announce the Justice Initiative Fellows Program for 2005-2007. The aim of the program is to support and further develop a network of lawyers and activists working on human rights-related issues internationally. The Human Rights Fellows Program is a two-year program of study and practical work experience. Applicants from the following regions and countries are eligible: Central and Eastern Europe, the former Soviet Union, Mongolia, West and Southern Africa, the African Great Lakes region, Southeast Asia, the Middle East, Haiti, Guatemala, Mexico and Peru. Applicants must be nominated by a non-governmental organization concerned with human rights. The applicant must demonstrate a strong commitment to human rights, hold a university degree and be highly proficient in English. Alexander Onassis Foundation Scholarship
Deadline: 31 Jan 05. The Alexander S Onassis Public Benefit Foundation invites applications for its research grants and educational scholarships. Foreign full members of national academies, university professors of all levels, researchers, PhD holders, artists, translators of Greek literature, elementary and secondary school teachers of Greek as a foreign language, postgraduate students and PhD candidates are eligible. Resourcing Education: Fund for Innovations and Networking. The Education Support Program (ESP) is accepting proposals for RE:FINE, a new initiative, established to support special projects that further open society goals in education in identified priority areas. It provides strategic grants for networking opportunities to promote open society goals in education. Regional Fellowship, New Europe College, Bucharest
The New Europe College in Bucharest (Romania) announces the REGIONAL FELLOWSHIPS PROGRAM in the humanities and social sciences starting October 1, 2005. Targeted are researchers and academics (preferably young) from South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Former Yugoslav Republic of Macedonia, Republic of Moldova, Serbia and Montenegro, Slovenia and Turkey), who are in the final stage of completing a Ph.D. program or who already have the Ph.D. title. Joint European Master in Comparative Local Development, Trento
The programme offers 18 months (95 ECTS) of training for a post-graduate Master's degree. Its main objective is to provide participants with the necessary knowledge and skills for introducing, supporting and co-coordinating processes of change and transformation at the local level. The focus of the programme is local development. The general approach is comparative and interdisciplinary. Deadline for submitting the expression of interest February 6, 2005. MA in Media and Cultural Analysis
Loughborough University, Department of Social Sciences. UNESCO Small Grants Program on Poverty Eradication
This program aims at strengthening national capacities for research and policy analysis on poverty eradication. The new deadline for submission of applications is 31 March 2005. The overall goal of this program is to encourage mid-career professionals and their institutions to contribute to poverty eradication strategies and national action plans that are based on a human rights framework. UNESCO contribution under this program is aimed at strengthening national capacities for research and policy analysis on poverty eradication, thus, assisting selected Member States in developing anti-poverty strategies and action plans based on human rights and in monitoring their implementation. This program targets researchers in selected Member States in sub-Saharan Africa, South Asia and parts of Latin America and the Caribbean - the regions or sub-regions, according to prevailing trends, least likely to achieve the United Nations Millennium Development Goal on halving extreme poverty by 2015. European Cultural Foundations: New Grants Scheme
The European Cultural Foundations launches the new grants scheme for 2005. The main development as compared with last year's application process is a shift to a more flexible scheme, which asks applicants to respond, in a creative way, to the six ECF current areas of interest: intercultural competences and collaboration across borders; increased participation in the arts and media; the cultural dimension of EU enlargement; strategies for change within cultural infrastructures; creative responses to current political issues; development of a common public and cultural European space. Master's Program in Public Policy
Central European University, Budapest, Hungary, Center for Policy Studies. Launched in September 2004 and designed to enhance the art of governance, the program offers students an interdisciplinary grounding in public policy analysis. The program will be an opportunity to apply contemporary theories of public policy to real life problems, especially those confronting post-socialist countries and other emerging democracies. The MPP is designed for those embarking on a career in policy work or those already working in the public sector, international organizations, non-governmental bodies, or the private sector. Training for Young Environmental Leaders 2005-2006
The young environmentalists of Central and Eastern Europe have the potential to be the leaders of tomorrow. Law and Culture Fellowship
Center for the Study of Law and Culture, Columbia University, 2005-2006. Master in Institutions and European Politics
at the University of Bologna, Polo Scientifico e Didattico di Forlì, with the support of the Italian Ministry of Foreign Affair, is launching a new Master Programme in Institutions and European Politics (MIPE), in cooperation with the "Collegio Europeo di Parma". The Master will be held in Parma, Italy, from January 2005 to December 2005. The Master is intended to offer methodological and practical knowledge on EU policy-making, politics and institutions to 19 post-graduate students from Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Kosovo, Macedonia and Serbia and Montenegro. Indeed, applications from Bulgaria and Romania, as well as Byelorussia, Moldavia and Ukraine may be considered. The Nationalism Studies Program was established at Central European University by the late Ernst Gellner with the goal of promoting the study of nationalism in the post-communist countries of Central and Eastern Europe and the former Soviet Union. The aim of the program is to engage students in an empirical and theoretical study of issues of nationalism, self-determination, problems of state-formation, ethnic conflict, minority protection and the related theme of globalization. Drawing upon the uniquely supranational milieu of Central European University, it encourages a critical and non-sectarian study of nationalism. International Dissertation Field Research Fellowships
The International Dissertation Field Research Fellowship (IDRF) program provides support for social scientists and humanists conducting dissertation field research in all areas and regions of the world. Language Training Grants in SEE for Summer 2005
The American Council of Learned Societies announces a competition for grants to be used at intensive summer programs in 2005 for training in Southeast European languages. Due to new eligibility guidelines issued by the funder, eligible languages are Albanian, Bosnian-Croatian-Serbian, Bulgarian, Macedonian, or Romanian. Funding for these grants is provided by the U.S. Department of State under the Research and Training for Eastern Europe and the Independent States of he Former Soviet Union Act of 1983 (Title VIII). Grants are primarily intended for graduate students at US universities making a serious commitment to research and teaching. The National Endowment for Democracy (NED) invites applications to its Reagan-Fascell Democracy Fellows Program. Established to enable democracy activists, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change, the fellowship program is based at NED’s International Forum for Democratic Studies, in Washington, D.C. The fellows program is intended primarily to support practitioners and scholars from new and aspiring democracies. Scholars are expected to have a doctorate or academic equivalent. CfA: Andrew W. Mellon Visiting Fellowships
Deadline: November 30, 2004. The Council of American Overseas Research Centers (CAORC) and the Institute for Human Sciences (IWM) jointly award Andrew W. Mellon Visiting Fellowships in the Humanities and Social Sciences. The three-month fellowships, funded by the Andrew W. Mellon Foundation, will enable scholars from Eastern and Central Europe to work in Vienna on research projects of their choice within the framework of the scholarly community and activities of the IWM. Master´s Program “Intercultural Competencies”
The Program will begin in November 2004 at Danube University Krems in Austria, and students from Eastern Europe are invited to apply for partial study grants. Courses will be held in German and English language. The goal of the Master’s program is to train participants to become experts in handling international and intercultural challenges. 2004 ICTY Internship Project for Students and Graduates from BiH
Sponsored by OSI NY. Sponsoring Organization in the First Studies Phase: Alumni Association of the Center for Interdisciplinary Postgraduate Studies (ACIPS). Apply for Legal Internship at: International Criminal Tribunal for the Former Yugoslavia (ICTY), The Hague, The Netherlands. Starting in December 2004, ICTY will offer legal internship in duration of three months to groups of three selected students and/or graduates from Bosnia and Herzegovina. Who may apply? Graduate and post-graduate students from Bosnia and Herzegovina, who are knowledgeable in the areas of criminal law, evidence or international humanitarian law, and have good English language skills. Study Places / Scholarships - International Business Informatics
For the International Business Informatics at the Bulgarian-Romanian Interuniversity Centre for Europe (BRIE) study places and scholarships are available. The scholarships cover the tuition fees and costs of living in Romania. The postgraduate students from South East Europe are encouraged to apply! The 4-semester postgraduate programme (one semester internship in enterprises in Germany) will start in October 2004 in Giurgiu, Romania for the third time. The Balkan Youth Partnership Programme is a small grant scheme for study visits in the region designed for representatives from child- and youth-serving NGOs to share information and technical expertise. Course Development Competition (CDC) 2004-2005 academic year
Call for Proposals: The Course Development Competition is a 10-month grant offered to faculty from East-Central Europe, the former Soviet Union and Mongolia who wish to develop and introduce new university courses at their institutions. Capacity Building and knowledge networking on Gender Macroeconomics and International Economics
A central component of the program is the two-week intensive course on Engendering Macroeconomics and International Economics. The program seeks to assist educational and civic development in Eastern Europe, Central Europe, and Mongolia by exposing participants to a liberal arts curriculum, different models of classroom instruction, community service work, and civil society related programming. The UEP combines the US liberal arts academic experience with exposure to American social issues and civic development through involvement in community service related work. The program aims to create lasting ties among participants and their American colleagues thereby contributing to cultural understanding and tolerance. Oxford and Cambridge Hospitality Scheme
Oxford and Cambridge Universities, in conjunction with the Open Society Institute and the British Council invite applications from scholars from selected countries in Central and Eastern Europe and the former Soviet Union, who wish to work in the universities' libraries or to contact academic specialists in their subjects. At Cambridge the programme offers one-month visits in one of the Cambridge colleges during the summer months (July-September). New Master's program in Public Policy (MPP)
The Central European University is launching, subject to funding, in 2004-2005 though the Center for Policy Studies (CPS). The MPP will be among the first graduate programs in public policy in the region, with a curriculum specifically developed for students from the region. The aim of the program is to train future policy makers and advisors in policy analysis and in specialized subjects relevant to public sector management (e.g. communication and advocacy, financial management, public private partnerships and many others). Fulbright Scholar grants for 2004-05, deadlines extended
Some Fulbright Scholar grants for the 2004-05 academic year have extended deadlines for lecturing, research, and lecturing/research awards for faculty and professionals in some countries. Go to http://www.cies.org for a list of awards open in American literature and American studies. Grants range from two months to an academic year. While foreign language skills are needed in some countries, most Fulbright lecturing assignments are in English. While many awards specify project and host institution, there are a number of open "All Disciplines" awards that allow candidates to propose their own project and determine their host institution affiliation.

Fellowhips for threatened scholars: Scholar Rescue Fund Fellowships
The Institute of International Education's Scholar Rescue Fund provides fellowships for scholars whose lives and work are threatened in their home countries. These fellowships permit scholars to find temporary refuge at universities and colleges anywhere in the world, enabling them to pursue their academic work and to continue to share their knowledge with students, colleagues, and the community at large. East and Central European Research Fellowships at the MPI fG
The Max-Planck-Institut für Gesellschaftsforschung plans to offer two doctoral or postdoctoral fellowships for applicants from Central and Eastern Europe every year. The deadline for application is October 31. Applicants should either be writing their dissertation or have received their doctoral degree no longer than five years before they plan to take up their fellowship. Awards will be made on the basis of proven scholarly excellence and of a research proposal outlining the project applicants intend to pursue while at the MPIfG. Common Ground Media Fellowships Scholarships
The fellowships seek to highlight techniques that re-enforce journalistic independence and also simultaneously promote public discussion on the search for common ground. Media Fellows will receive a stipend to research stories that bring new perspectives "on polarising issues or on the concept of common ground" for broadcast or publication anywhere in the world. The size of the grant depends on the journalist's experience, and the geographic reach of the targeted media outlet. The fellowship is open to working journalists from print or radio from anywhere in the world.
