Please, note, that project proposals sent before this date cannot be considered for application. We thank you for your understanding.


- Only one form should be completed for each project, by one project partner acting on behalf of the whole consortium of participating partners.

- The information sheet should be typewritten using the form supplied. Hand-written information sheet will not be accepted.

- Documents (letters or faxes) confirming the willingness of all other project partners to participate in this application can also be sent separetly at a later date than the information sheet.

- The information sheet should be completed in English.

Procedures for Project Submission and Evaluation

Project Submission:
Guidelines and an Information Sheet will be provided by the Task Force Office (also available on the Enhanced Graz Process homepage: http://www.see-educoop.net). Evaluation Procedure
- based on the application criteria first screening of project proposals by the Lead country to ensure that the project proposals meet the overall application criteria. Those projects which meet the overall criteria will be distributed to the respective working groups for:
- Evaluation (possible support for co-funding):
a) identification of projects to be recommended (categories of top priority and priority) by an evaluation committee: members of the working group, independent regional and international experts (50% of the region) following the endorsed evaluation procedure/criteria
b) in case no decision can be reached: the final decision will be taken by the advisory board
c) Working group members or experts who are proposing/directly involved in a project abstain from participation in the evaluation process to avoid conflicts of interest
- Presentation of project lists of top priority/priority to the Task Force for approval

- Presentation of project lists of top priority to Working Table 1 for overall approval

Criteria Framework for Projects Submitted
The following list of criteria should serve as a set of general, but flexible guidelines for the planning and implementation of projects and also for their evaluation. The emphasis will depend on the respective thematic field as well as the nature of the projects (projects naturally do not have to fulfil every single criteria). The framework is based on the overall aims of the Stability Pact and the Recommendations and Action Plan of the Sofia Conference (c.f. homepage of the Enhanced Graz Process: www.see-educoop.net)

1. Emphasis on a regional focus:
- involvement of regional partners (use of existing expertise/development of regional/cross-border co-operation)
2. Local and international expertise and the European Dimension:
- key role of local experts in planning/implementation/evaluation
- further development of regional expertise, e.g. through training on the job
- added value through building on/complementing existing initiatives/programmes on the regional, national or international level (avoiding duplication)
- adaptation of successful international initiatives/expertise to the needs of the region
3. Impact on the system and the process of reform:
- co-operation of those committed at the civil society level (NGOs,...) / educational levels / decision makers
- minimising the risk of brain drain
- dissemination of the project experience (esp. possibilities to incorporate results into the education system)
- possible follow-up measures
4. Impact on civil society:
- promotion of democratic processes in and through projects (e.g. participatory management)
- inclusion strategies for underrepresented/excluded groups (minorities, disadvantaged, gender issues, rural areas,....)
- furthering good neighbourliness, inter-/cross-cultural advantages
5. Technical and financial quality of the project:
- clear description of the objectives of the project and its relevance to the needs and constraints
- duration of projects/programmes, steps and mechanism of implementation
- clear management structure
- indicators of progress and evaluation
- financial, administrative and technical capacities of the applicant’s team,
- funding given (other funding sources) /requested, adequate transparency and accountability in the allocation and use of funds

2.1.4. Indicators of progress
Please describe which indicators or ”sign-posts” will be used to measure the performance of the project throughout its life-cycle. These preliminary indicators are likely to be reviewed or supplemented by more specific indicators once the project is operational.

Please mention in this section any factors (i.e. situations, events, conditions or decisions) which are necessary for the success of the project activities, outcomes or objective, but which are beyond the consortium’s control. You should think of them as situations you presume will occur.

2.2. WORKPLAN (only necessary, if your total costs climb over 50.000 EURO)

For each year of your project proposal, please complete a workplan indicating the deadlines for each outcome (”milestones”), and the period and location in which your activities will take place.
