
The overall aim of the Strategy 2001 is to facilitate education reform processes at system level in South Eastern Europe in order to achieve sustainable impact of reform initiatives and substantial changes of the education systems in SEE countries.
The key element of the Strategy 2001 are 10 comprehensive analyses of the status of education systems in SEE carried out by the OECD highlighting reform priorities and regional recommendations. Launching events in Serbia, Croatia, Montenegro and Kosovo organised in 2002 provided platforms for a wide range of stakeholders to discuss educational development priorities. The participation of experts from other SEE countries strengthened the regional exchange of experience on the policy level. The launches of the OECD Thematic Reviews in the respective countries offer an opportunity for an inclusive consultation process among education stakeholders on respective reform priorities and strategies and the identification of options for funding their implementation and the co-ordination of donor support.
Similar activities are planned to take place in Albania, Bulgaria, Moldova, FYR of Macedonia, Bosnia and Hercegovina and Romania. Consultation processes with these countries are still ongoing.
