7th Conference of European Ministers of Education
On the occasion of the 7th Conference of European Ministers of Education in Nicosia, 27-28 June 2003 the ministers of education of Bosnia and Herzegovina, Bulgaria, FYR of Macedonia, Serbia and Montenegro signed a Memorandum of Understanding (> Memorandum of Understanding) in presence of the Greek EU-Presidency and the Stability Pact for South Eastern Europe in order to give a clear signal to the EU for the involvement of the SEE countries in European processes. Other countries have already signalled their intention to sign the Memorandum, which is open for signature to all SEE countries and can be done at a later stage.

Predeal, 29th -31th of May 2003
Second Meeting of Senior Officials
The Second Meeting of Senior Officials (> SOM 2 Report) was held 29-31 May 2003 in Predeal and was hosted by the Romanian Ministry of Education and Research. Building on the outcomes of the first meeting the purpose was to finalise the Action Plan (> Action Plan) and the Memorandum of Understanding, present examples of best practices in the region, discuss next steps of implementation of Education Reform Initiative of South Eastern Europe and elaborate the Terms of References for a Regional Secretariat of the ERI SEE.

Vienna, 5th - 7th of December 2002
First Meeting of Senior Officials
On the occasion of the First Meeting of Senior Officials in Vienna the European Commission presented the ”Detailed Work Programme on the Follow-up of the Objectives of Education and Training Systems”. SEE Participants discussed and identified country-specific priority areas of education development, best practice examples and problems encountered in the education reform process so far. Another main objective was to discuss the draft of the Memorandum of Understanding, its Action Plan and instruments.
